D042 Amend Canon I.4.1

The Task Force to Study Provinces has suggested in Resolution A075 that elections of the provincial membership of Executive Council take place at General Convention. In order to do so, an amendment to Canon I.4.1 is needed. This resolution would effect that change, allowing for the election of provincial members to the council by the General Convention. The resolution proposes no changes to the number of members of Executive Council or to the residence qualifications or lay/clerical order qualifications of the members presently elected by Provincial Synods. At present, 17 out of 18 members of Executive Council elected by Provincial Synods are priests, deacons, and lay people. Since the vast majority of the Provincially elected membership of the council comes from those orders that constitute the House of Deputies, the proposed resolution assigns election of provincial members to that house. In a manner similar to our current election process for at-large members of council originating in the House of Deputies, the election is then made subject to the confirmation of the election to the House of Bishops. With this canonical change, the Task Force’s request in A075 that the Joint Standing Committee on Nominations ensure provincial diversity of membership on the Executive Council would then be automatically added to their mandate per the requirements of Joint Rule of Order VII.
