D010 Create Position of Indigenous Theological Education Coordinator

In 2009, the 76th General Convention of The Episcopal Church passed resolution D-O35, calling for the Episcopal Church to review its policies and programs with a view to exposing the historical reality and impact of the Doctrine of Discovery and eliminating its presence in its contemporary policies, program and structures. In 2015, the 78th General Convention of the Episcopal Church passed resolution A-028, calling for support for Indigenous Theological Training and Education among Indigenous communities in the Church. Previously funded groups have developed curriculum and created training programs for the formation of lay and ordained leadership. However, as the work has expanded to include an increasing number of diocese and provinces, there is an accompanying need for more centralized coordination and increased fiscal accountability to The Episcopal Church. Within the organizational structure of The Episcopal Church, the responsibilities of the Office of the Indigenous Missioner include serving indigenous ministries throughout all provinces and dioceses of the church through resource coordination and development. Therefore, it is organizationally appropriate that the position of an Indigenous Theological Education Coordinator fall under the Office of the Indigenous Missioner as a staff report, with the Missioner acting as supervisor to that position. Indigenous Episcopalians live and worship in every province and diocese of the church, in both rural and urban settings. The structure exists within the Office of the Presiding Bishop, specifically in the Office of the Indigenous Missioner, to supervise the continuing development and sharing of educational resources for training indigenous leadership throughout the diverse indigenous communities of the international community that is The Episcopal Church. Additionally, the ongoing work of curriculum development and program coordination will move forward in consultation with the Indigenous Missioner Advisory Council (IMAC). Therefore, the creation of the position for an Indigenous Theological Education Coordinator will assure the broadest reach while also assuring an appropriately centralized and supervised management strategy for the efficient and equitable use of resources and programs Budget Allocation Request: $398,600 The amount requested of $398,600 in support of the position over the 2019-2021 triennium includes a base pay of: $80K (per year)* $31,200 (39% for benefits) * $112,200 (per year) $333,600 (Total Salary plus benefits for the triennium) * The above figures were provided by the Human Resources Department of DFMS and are based on the level of skills and education required for the position. $25,000 (travel expenses over three years) $40,000 (for supplies to support the work of the position over three years) $65,000 (subtotal for travel and supplies for the triennium) $398,600 Total Cost
