Resolved, the House of Bishops concurring,

That prior to taking action affecting provinces, the governing bodies of this Church, including General Convention and Executive Council, first consider the likely and potential unanticipated impacts on provinces to determine if all provinces have the financial and other resources necessary to comply with the actions, and make appropriate adjustments in the measures to allow for differences in these resources; and be it further resolved

That a task force be established to review whether or not the provinces possess adequate resources.
